How can I creatively cover this up without it looking like a giant mess? Worst tattoo experience i’ve ever had

Got this while working as a Gunner's mate in the Navy, I've decided to pursue teaching and would like to cover the gun portion of this. How much should I expect to pay? And how easy would this be to cover? I'd just like to prepare so I can prep my ideas for the rest of the sleeve.
