i just got some new ram and installed it in the 1st and 3rd slot of my pc, however now when i boot it up it presents me with this screen. however once it is done counting down it boots normally. can anyone explain what’s going on?

My question is, if I plug this into a modern gaming pc, (without a disc tray built into it) will this little device allow old pc game discs to be downloaded onto the modern gaming pc with it plugged in? And like play movies and such? (I hope so)

I need a GPU and case but not sure what would be the best. RGB isn’t a huge deal and I could definitely live with or without regarding the case. GPU I was interested in was the 4070ti (I understand the hate). I plan to use this computer for games and some light video editing and general usage. Any information is greatly appreciated! Also if there is something I am missing or should get please let me know. This is new territory for me and I am trying to join the PCMR. Thanks!
