I was watching post Enies Lobby and in the episode where everyone from around the world is reacting to the straw hats new bounties I saw this. It's the scene taking place at Baltigo, right before Dragon remarks about Luffy's rising status. Could this mysterious shadowy man in a top hat conspicuously turned away from the camera be Sabo? I did a quick google search and couldn't find anything about this.
