Dog mouths my hand when I pet his belly? Why?

I adopted a dog about a month ago. He will come over and roll over for belly rubs all the time. Every once in a while when I rub his belly he will very GENTLY mouth at my hand.
Basically he will slowly open his mouth and "bite" at my hand. It's almost as if he is trying to move my hand. He also does it if I stop rubbing his belly... I only give belly rubs that are obviously asked for (plops down and rolls over).
Is he trying to tell me to stop? Keep going?
Am I reading him wrong?
