Plates glued on street gutters

Does anybody know what these plates are for that I see glued on the edges of street gutters?

Is this a spider bite? And is it fatal?

I’m the pictures is what I think is a spider, the spider that I think bit was black, small, big butt and I didn’t notice any red on it. I don’t know if it’s a spider bite because I only noticed it 2 minutes after I saw the spider crawling near me.

Landlord doing landlord things again. Help!

So the shower drain is clogged with presumably hair, i bought a bottle of bleach a couple weeks ago, fixed it temporarily but no dice. Landlord wants to charge us for the plumber visit, advice? Would prefer not to have to make an official urgent repair request through VCAT, dont know if the threat of such would be enough to sway him either. Any advice welcome
