Can i apply plumbers putty to the lower seal on a shower drain?

So I'm fitting a drain in my shower, I did it a few days back with the washers that came with the drain, but there was a leak from somewhere around the drain seal, not sure if it was from bottom or top. Now it's all dry I'm going to refit it, using plumbers mait around the top seal.
My question is, should I apply a bead of putty along the washer of the lower seal (pictured) as well, or will that just impair it? Is it even likely that the water was getting out through the lower seal, considering it would have to be working its way through the drain's screw thread before it even reaches the washer?
