The case for two-face being batman's best (not counting joker)

What about it?

Two-face is a villain who is honestly the most important to batman due to how much chemistry he has with him, Bruce feels like Harvey's fall (from being a dad to a criminal) is his fault and it kinda is when you think about it, another great thing about him is two-face represents chance, because in the end his face being ruined was all by a 50/50 shot like everything in life is, so he uses a coin to make decisions But yeah do you guys think two-face is the best? If not who's better and why
