My puppers hates walking

Everytime we start walking, we get either started w our walk or 2 blocks away. My puppy will start walking w leash in her mouth or plop down w leash in her mouth and won’t move Any tips helping to get her to like walking? Sometimes used collar, other times w harness- doesn’t matter, 4 months old
