Can anyone tell me why a rock won't spawn in this empty space?

I've had no issue getting the other 5 rocks to spawn but rather than filling this empty space the 6th refuses to spawn. If I intentionally open a space elsewhere on the island a rock will spawn there every time. Break the rock fill the space and the next day I just don't get a new rock. What am I missing?
