How accurate is the "Attack Power" Stat?

So I've got a Lvl 65 F/R Rogue and I often feel like the Attack Power stat isn't very indicative of your actual in-fight attack power. It doesn't seem to comprehend certain things. So I never know, when upgrading, whether to trust it or not. I doesn't seem to take into account individual damage bonuses (Chilled, CC, Close, Distant, +Skill Dmg etc) which is understandable. It seems to only take Weapon Dmg, Dex, +Phys Dmg, +Crit Ch, +Crit Dmg and AtK Spd into account. It feels misleading at times.

Finally! Homebrew build: Shadow/Cold imbuements Rapid Fire Rogue.

The game really needs some tweaking, the elites feel like you are going against Uber Baal un diablo 2, fml.
