Can you take the reflection out?

My mother passed away a year ago. This is my best picture of her but it's damaged and I would like to send a good version of it to my siblings as a surprise. Would anyone be willing to remove the imperfections/touch it up? Would be greatly appreciated!

Could someone help us honor my grandmother? I'm pretty proficient in PS, I just don't have the energy to deal with it right now. Could you please edit the woman in the center out of the picture? This is the last picture she and my mom have together and we would like to use it for her funeral.

Can the color and the image itself be restored? This image has my MIL, her parents-in-law and my wife's uncle on the right and all of them are no longer with us. I found this in one of my wife's old albums, and we both would love to see this image restored and well colorized. I will tip $20.
