Need help! New puppy loves to bite

Hey everyone, thanks in advance for any help or suggestions! I recently picked up my new golden retriever puppy, Mako! It has been 3 weeks now and he is currently 11 weeks. I absolutely love him but have been dealing with issues of biting/chewing since I got him. I have raised other puppies before (Golden doodle and Britney Spaniel) so I understand that is just part of it but this seems very excessive. Anytime anyone tries to play with him and he isn’t tired he will constantly try to bite and chew anything he can get his mouth on. At first It seems like he is just playing but the bites get harder and more aggressive to the point we’re he will growl and bark. He will also attach the leg/ankle/pants of anyone walking near him. I talked to my vet and she’s said to just ignore him and redirect it to a chew toy. I have even hired a trainer who comes once a week and says the same thing. I have been trying my best to do this but it can be incredibly difficult when he is in full on “attack mode”. I am all for positive reinforcement to correct behavior but not sure what to do in this situation. I live in a college house with roommates so people are always coming and going. I cannot have Mako biting everyone in sight and do not want this to become a habit. Any advice is greatly appreciated!!
