Batman Hush #609 what is this thugs headband?

I was reading Hush the other day and noticed this thugs headband which to me looks like a japanese flag with Korean lettering. Which looks to say 이용철? I've looked it up and I can't find any connection to DC or batman in general! Anyone have any ideas why there's a Korean Japanese headband in this? Lol I know Jim Lee was the illustrator for Hush so I wonder how and why this was even drawn!

I thought it was decent, but very depressing. Especially the ending. Also, I question the logic in sending a traumatized child to Arkham Asylum for treatment. Pretty sure Gordon would come up with a better solution than that.
