Popstars that would qualify as a "Pop Superstar" and those who don't?

I was reading some of George Michael's articles and there's an article about after his death where he was referred as a pop superstar and I thought that was a very fitting title for him. Which is why I made this thread. Over the years there are many popstars but they aren't superstars. So like the title says, who are the ones you think are in this category and those who aren't even though their stans claim otherwise?

After all that came out about Dave Becky in the Louis CK fallout, Amy Poehler continued to employee Becky while at the same time actively promoting #TimesUp. As far as I can tell from my mediocre Googling skills, Becky still manages Poehler. Dana Min Goodman and Julia Wolov haven’t seemed to have worked much since their #metoo story about C.K. and Becky was published. To me, real feminist action would have been lifting up the voices of these two women and not continuing to employee the man who helped thwart their career for exposing Louis’s self pleasuring habits.
