Can you quantify GPU/CPU performance easily?

Whenever I’ve attempted to upgrade my CPU or GPU or when I’ve started a build from scratch, those 2 choices have always seemed too nuanced. “Oh the MHz of your CPU matters more!” “No, it’s the GHz!” “Well, AMD’s 6800xt will support FSR3!” “No, you should ball out and go with a 4080 and get some RTX! The fidelity is worth it!” Other choices for computer components seem much more straightforward. RAM: “just grab whatever speed you want from a reputable brand, you’ll be fine” Case: “If it looks good, buy it” Mobo: “Do you want these cool, and more importantly, straightforward features for an extra $100?” PSU: “Just like the ram, but make sure it has enough juice” Can you __easily__ quantify how much resources (MHz, GHz, vram) afford you when upgrading outside of just being “better”? I understand benchmarks are a thing, but are there objective percentage increases in performance for certain features? Thanks.

Pc won't enter boot menu or start up, just stuck on this screen

I've just completed a list of parts for my new PC setup + the monitor. I don't know much about PC building and I would really appreciate some help with deciding what I should change and why. I'll be using that primarily for gaming. My budget is about 1500$ (more or less since I'm not from the US).

Computer won't boot I made an oopsie daisy
