This might be an unpopular opinion, but you're all wrong. Let me explain...

What about it?

Yes, yes, I know this topic has been hotly debated for the past 2 decades, but the show gives us the answer. Toph is not the *strongest* Earthbender...she is the *greatest* Earthbender. She even explicitly says it. In the episode Crossroads of Destiny (the very same episode where Toph invents metal bending), after she locks Master Yu and Xin Fu in the cage, she says: "I am the greatest Earthbender in the world. Don't you two dunderheads forget it." Even at the end of The Blind Bandit, Toph's introduction, Yu states to Lao Beifong (Toph's dad) that "She is the greatest Earthbender [he's] ever seen." Whereas, in the episode "The King of Omashu", where Aang fights King Bumi, at the start of their fight, Bumi says: "You may have thought I was a frail, old man. But I'm the most powerful Earthbender you'll ever see." He doesn't say "strongest", but "powerful" and "strongest" are synonymous enough that you can swap the two, and the sentence doesn't change. So, what's the difference between "greatest" and "strongest/powerful"? It's simple: sheer power. Bumi has shown that he can bend slabs several times larger than Toph ever could *from a distance*. Too prove it, look at their strongest feats. Toph's strongest feat is easily holding up the Library of Wan Shi Tong in order to give the Gaang more time to escape. There are a couple caveats though... First off, all she does is hold it in place. She never attempts to actually lift the library, or do anything else to it, for that matter. All she does is hold it. We can also argue that the sand that surrounded the library helped slow it's descent. But due to spirit world bullshit, and how quickly the library would sink whenever Toph let go, this argument is much weaker, admittedly. It's obvious that Toph was doing most of the work. For Bumi's greatest strength, it would be him reclaiming Omashu during The Day of Black Sun (we're told about in the episode "Sozin's Comet Pt 2: The Old Masters"). Here we're shown Bumi launching entire buildings off of the various "shelves" of the city without even breaking a sweat. And to finish it off, he is able to lift the giant statue of Ozai off of it's foundation *from a distance*. I'd assume that if he was actually next to it, and able to touch the statue, he probably would be able to launch the entire statue as well, turning it into a several hundred foot long missile. This is why I have always argued that Bumi is the *strongest* Earthbender, while Toph is the *greatest*. It's sheer power vs precision. Experience vs Talent. And a literal lifetime of training between the two. Give Toph her appropriate title, and let Bumi have his. They may be equally matched, but it's for completely different reasons.
