When orders are stacked now, you only receive base pay for one of them

It used to be in my area at least that you'd receive base pay of $2.50 for the first order and $2 for the second order. A few weeks ago they changed all base pay in my area from $2.50 to now it's $2. This is the first stacked order I've accepted since that change and this is how I was paid for it.
