Should I bother building my E0 Sampo when my Dan Heng is E6? I already have Sushang and Yanqing built

I don't use Dan Heng much ever since I got Sushang and Yanqing. Dan Heng is my only wind unit, so I wonder if I should bother building Sampo when I only have him at E0. It feels like I could gain a DoT when I already have an abundance of The Hunt users. I just feel like it's a massive loss not to use an E6 Dan Hang. I'm being choosy because I already have way too many chars I can't focus on.

As per title, welt’s ultimate is not guaranteed to delay boss turn right? It still depends on effect hit rate. But is there any boss that you cannot delay? As far as I play, I can never delay Cocolia’s turn. Or is it that I lack effect hit rate? And if you focus on dps hypercarry Welt, do you slap EHR on his chestpiece or go crit? Thanks fam 👍
