Does this need an aerator?

It’s very splashy when you turn it on. I want to be sure it’s an aerator problem and nothing else.

Need some help capping a pipe

I was trying to replace a dishwasher and have ended up a bit in over my head. The water supply coming to the dishwasher is 5/8 plastic pipe (outside diameter) shown in the picture and it needs to go to the 3/8 standard water supply on the new dishwasher. Honestly at this point I don't even care about hooking it up but I need a way to cap off the water supply since there is no shut off for the line and I have to have the main off at the moment. Or if it's just as easy, a proper way to connect them since what I had done didn't work. I can't seem to find anything online about capping this kind of pipe so any advice would be really appreciated!
