Note after roughly 8 laps in each stint Lewis' laptimes become consistently better than Norris'. With a more comfortable race start & hard warmup after the first stop Lewis could have fought for 2nd on merit with Norris. Judging by the pace of the Mercedes and assuming Norris was not holding back, Lewis could have achieved the P2 today and at minimum P3
