Help with litter box

Hi, I could do with some advice with my cat. We’ve had him for about 3 months now and he is being inconsistent with his use of the litter box. Today for example, he peed in the litter box but I found him peeing under my desk. Or he’s peed right next to the litter box. Any advice would be greatly appreciated. P.S cat tax

My cat is not allowed in the bathroom. Because whenever he's in there he likes to rip out the silicone caulking from the shower to play with. I want to find him a toy that can replace his enthusiasm for it. Something rubbery, wiggly, sorta wormy. Anything with a similar feel that's safe for cats. Any suggestions?
