Is it possible as an American to use European-style Health Technology Assessment to make treatment decisions here in the states?

Listening to the John Abramson episode, it got me thinking. It’s my understanding that this approach evaluates drugs on their individual values health-wise and economically (is the new drug a good deal vs a pre-existing cheap drug that accomplishes the same thing). I’d love to know if there was a ready resource we as Americans could use which draws from this knowledge.
