flies I saw in a some muck floating on a lagoon in southern california

what are these flies and what are they doing? I know they’re probably mating or something like that, but the bigger one was just walking around carrying the other one so i was curious if it’s maybe something else?

She said it was really loud during the night. It's about 1-2 cm long, she killed it when it jumped out. Found in Central Europe, Hungary.
