What's this creature?

I found this delightful 10 mm long creature on my neighbor's front door in Delhi, in North India. I love how they've painted over last year's nest in the process of repainting their door! Does it mean that this wasp (or is it something else?) returns to the same spot to build a best every year, or do the children remeber where they were born and return to build nests there (somewhat like salmon)?
