Is grievous stupid?

General grievous has 3 arms in one episode he is in a lightsaber lock with a jedi and shoots him. Why in the bloody fuck doesnt he do that for everyone? Its be impossible for them to win break the lightsaber lock he splits them in 2 dont break it and get shot. Grievous got nerfed hard.

This Bothers me to My Core, why make all these main and side characters cool and interesting, but literally not being mentioned at all for their actions in the Movies.
