I found these tiny bugs on my toddler's chair outside. They've been there for a week and hatched yesterday.

This thing dropped from a tree, landed on my neck and stayed there for a couple minutes. Only found out about its presence when I felt a scratchy sensation and immediately threw it off. Any info?
