Lots of missing pieces replaced with duplicates

Never had a missing piece before in a Lego set, but I just got the new Star Wars Ghost, and all of these pieces are extras I didn’t need in bag 1 to build the phantom. I received these instead of probably 40% of the pieces I actually needed. Anyone else experience something like this before? Wondering how this even happens.
