Troubleshoot pc

My pc crashed on me and i restarted it display not popping up. So i tried to flush it off power to reboot. I unplugged my power supply and turned the switch power supply off and yet im still getting lights on the motherboard with it not connected to power. Also any ideas on why my pc wont display. My monitor works perfectly fine. And all connections in pc are good? Think its a power supply problem? As it the fans and rgb turn on in case when plugged in.

Im in an emergency and need to splice these cables, how do I do it?
