Annoying to Deal With Now

Anyone else getting annoyed by this? I'm trying to generate halloween themed pictures like I was able to in May using reference pictures of myself or my close friends. Back then all I had to do was appeal it, the image would generate and I was the only one who could see it. Rarely will the appeal button show up now and even if I press it, this is what I get. If the appeal button doesn't show up, it goes straight to this. It's incredibly frustrating. Might have to resort to doing everything locally.
