Frankston getting its own Monopoly Board - what should be on it?

As a visitor, Can I park in a spot with the "Resident permit expected" note on the sign? I have seen this mostly in "City of Melbourne" council such as Carlton. However, I am really confused. If I don't have the "permit" label, what does that 2P means then?
