Why does D4builds list a specific lucky hit chance for skills?

For example it’s 15% for lightning storm and 5% for boulder. Pretty much every lucky hit I see lists a specific chance for the effect so I’m just not sure what exactly D4builds is indicating here. Can anyone help me understand?
