Paint palette serving plates

My brother is a chef and asked for a paint palette themed serving plate for an event at his restaurant. Thought they turned out pretty cool even though they’re really simple

How do I stain something similar to this? Want to make a gift.

Possible to cut out this section?

How would you go about cutting out this section (dashed in white) the mantle is to high and I would like to lower it without spending a fortune
