Develop or press?

I like to open with e4 as white and I usually end up looking something like the above, should I be moving like a3 or c3 and wait for a slip up or should I be trying to get the queen active in this phase of the game? Around 1000 rated or so currently

I was reviewing a game I did and the game suggested this. As a newbie I never would have seen all to checked spaces to make this check mate, so figured this was worth while.
