Hopefully not termites?
Western PA. Went to close the curtains and found this weird mini swarm all over the window. Haven't noticed any not on the window. Killed a bunch, this is probably the clearest one without any smush-distorted features. The living ones move too much to get a clear picture. No frass (yet).
Are they termites? Flying ants? Something else?

Was sent this photo by my mom, so not the most details. Was found in a clematis vine.
