Found on hotel pillow

Was enjoying the comfort of the pillow at a 5 star luxury hotel in Dubai so I took off the pillow cover to get the brand and found this. Looked like bed bug excretions. I checked everywhere and didn’t find any bed bugs anywhere. I escalated to the front office manager who called the housekeeping manager and both stated they fumigate rooms for bed bugs frequently and have never had a case like this. “Supposedly” Considering the prominence of the hotel, I’m inclined to believe that it’s not bed bugs but what else could it be?
