are some villagers more likely to have fleas than others?

i've seen a few posts about people struggling to find fleas and how their villagers never get fleas and i would say "same" if not for FLO. none of my villagers have ever gotten fleas, but this diva has given me at least nine fleas since flea season started. it's always her.
