Spayed female often pees outside litter box. Advice?

Photo I think says it all. How can we stop this? â€œBeansâ€ here is a few years old and spayed. (Sheâ€™s bonded with her sister â€œRiceâ€ who, to our knowledge, does not have this problem). Iâ€™ve tried soaking some of the pee in a napkin and dropping it in the litter box, many times, but not really making a difference.
