Is there a reason all of Italy’s cities tend to follow this line? Didn’t they have Manifest Destiny? Are there no rivers to the West?

Why isn’t there any manufacturing in the North? Isn’t the North supposed to be industrial and the south agrarian? Is it flipped because they’re in Australia?
