Is this appropriate cocktail attire?

I have a wedding to attend tonight and my fiancé originally told me it was casual, but we just found out it’s cocktail attire. I own this dress but I don’t really have a clear understanding of cocktail attire. Is this appropriate?

Dress code is casual, my back is fully covered in this dress but maybe it’s short?

I was able to go to the store this morning and grab a better, longer dress. I appreciated everyone's thorough and honest feedback, it helped a lot.
