Didn’t see a bug near by. Is this a nest or egg of sorts?

I need to know what this bug is for a school ecology project

Found in my sisters house and possibly biting her all over

My sister thought she had bed bugs but a quick google search disproved that. I haven’t seen them in person but I’m told they are “smaller than a thistle seed”. Any idea what these are and if they could be the culprit for the bites all over her?
