Spayed female often pees outside litter box. Advice?

Photo I think says it all. How can we stop this? “Beans” here is a few years old and spayed. (She’s bonded with her sister “Rice” who, to our knowledge, does not have this problem). I’ve tried soaking some of the pee in a napkin and dropping it in the litter box, many times, but not really making a difference.
