Is it ok if my cat lays on a heating pad most of the day?

This seems like a stupid question. Sorry. When I work from home, I have a heated foot mat because I’m in my basement and it’s a bit chilly. Mostly though, my cat lays on it - for hours and hours. He loves it but is it ok for him to lay on a heated surface all day? If I’m not downstairs, he’ll just go lay in a patch of sun all day anyway, which I feel is pretty typical cat behaviour.
