Found this friend in my house

Small bug about the size of a grain of rice that shows up in my office sometimes. Can fly, seems to love the light..(WA State)

Sorry for the blurry picture… but it’s green with what kinda looks like a stinger small wings found in Wisconsin never seen anything like it.

What bit me?

Woke up with this bite about a week ago. I picked at it and the whole little area turned black, like a scab almost but not hard. Picked it off again and now it just looks weird.

Please help is this a bed bug or roach?
