What bug is this one?

Tried to reverse image it but no results whatsoever

Have these inside and outside Sheffield Lake Ohio

I have found these guys inside in one particular room only (a half bathroom linen closet). They also hang out on the front porch. Any idea what it is? Thanks in advance!

Found in my sisters house and possibly biting her all over

My sister thought she had bed bugs but a quick google search disproved that. I haven’t seen them in person but I’m told they are “smaller than a thistle seed”. Any idea what these are and if they could be the culprit for the bites all over her?
