Near the border of SA and VIC in a paddock. What would it be used for?

Pole on the side of the road, for at least 30 years. No apparent function.

I used to pass this all the time when I lived on Long Island, and I could never figure out what it was, or for. There aren’t any other on the street if I remember correctly. It doesn’t light up, nor have I ever seen steam/smoke coming from it, nor does it seem to be a siren. Any ideas?
